Why do people not believe that Turkey is sufficiently secular in the European sense?

Firstly, the guardian of secularism in Turkey is the army, rather than the political or civilian actors of the state;

Secondly, the secularism was forcefully imposed by the state, and thus was not embraced widely by social and political groups;

Thirdly, Turkey is a secular state, but nonetheless a Muslim society;

Fourth, Turkey has difficulties even at the stage of Copenhagen criterias
